      中國航協(xié):積極穩(wěn)妥推進(jìn)航空脫碳工作,助力中國民航綠色高質(zhì)量發(fā)展

      據(jù)中國航空運(yùn)輸協(xié)會(huì)9月27日消息,中國航空運(yùn)輸協(xié)會(huì)聯(lián)合會(huì)員航空運(yùn)輸企業(yè)向社會(huì)發(fā)布關(guān)于在航空運(yùn)輸環(huán)境保護(hù)領(lǐng)域采取積極措施的聲明(以下簡稱《聲明》),表明進(jìn)一步推動(dòng)行業(yè)綠色高質(zhì)量發(fā)展、就航空運(yùn)輸環(huán)境保護(hù)領(lǐng)域采取積極措施的意愿與立場。

      《聲明》同時(shí)表示,“航空排放治理應(yīng)避免對(duì)發(fā)展中國家發(fā)展國際航空形成歧視”。同時(shí)認(rèn)為,國際現(xiàn)行實(shí)施機(jī)制以及一些國家提議與全球氣候治理原則不符,與各國享有平等發(fā)展國際航空權(quán)利的原則不符。

      聲明介紹,由于發(fā)展中國家國際航空排放增速與增量高于發(fā)達(dá)國家,按照現(xiàn)行國際航空碳抵消與減排機(jī)制(CORSIA)實(shí)施路徑和標(biāo)準(zhǔn),發(fā)展中國家國際航空每噸碳排放需承擔(dān)的抵消責(zé)任和抵消支出比增長率較低的發(fā)達(dá)國家明顯更多,致使發(fā)展中國家承擔(dān)更多減排責(zé)任和支出,形成對(duì)發(fā)展中國家發(fā)展國際航空的歧視性扭曲市場。

      《聲明》強(qiáng)調(diào),要堅(jiān)持和貫徹國家新發(fā)展理念,以“雙碳”目標(biāo)為指引,助力中國民航綠色高質(zhì)量發(fā)展;認(rèn)識(shí)到民航行綠色發(fā)展的重要性、緊迫性和艱巨性,努力為包括中國民眾在內(nèi)的全球旅客提供綠色、低碳和可持續(xù)的民航運(yùn)輸服務(wù);堅(jiān)持航空排放治理應(yīng)避免對(duì)發(fā)展中國家發(fā)展國際航空形成歧視;認(rèn)為國際現(xiàn)行實(shí)施機(jī)制以及一些國家提議與全球氣候治理原則不符,與各國享有平等發(fā)展國際航空權(quán)利的原則不符;贊成中國政府在國際航空減排磋商中的立場和訴求。

      關(guān)于在航空運(yùn)輸環(huán)境保護(hù)領(lǐng)域采取積極措施的聲明

      中國航空運(yùn)輸協(xié)會(huì)現(xiàn)有會(huì)員航空運(yùn)輸企業(yè)47家,占中國全民航航空運(yùn)輸總周轉(zhuǎn)量的97%,占全國航空二氧化碳排放總量95%。“十三五”期間,中國民航采取了積極扎實(shí)的減排行動(dòng)并取得顯著成效,航空運(yùn)輸單位周轉(zhuǎn)量油耗和碳排放連續(xù)下降,處于歷史最優(yōu)水平,在全球主要航空大國中處于領(lǐng)先位置;運(yùn)輸機(jī)隊(duì)結(jié)構(gòu)持續(xù)優(yōu)化,有力支撐燃效水平提升。為進(jìn)一步推動(dòng)行業(yè)綠色高質(zhì)量發(fā)展,就航空運(yùn)輸環(huán)境保護(hù)領(lǐng)域采取積極措施,中國航空運(yùn)輸協(xié)會(huì)聯(lián)合會(huì)員航空運(yùn)輸企業(yè)達(dá)成共識(shí),聲明如下:

      1.我們強(qiáng)調(diào)要堅(jiān)持和貫徹國家新發(fā)展理念,堅(jiān)決執(zhí)行國家綠色生態(tài)文明建設(shè)重要部署。以國家“二氧化碳排放力爭于2030年前達(dá)到峰值,爭取在2060年前實(shí)現(xiàn)碳中和”目標(biāo)愿景為指引,充分考慮中國民航的實(shí)際情況與發(fā)展階段,堅(jiān)決落實(shí)《“十四五”民用航空發(fā)展規(guī)劃》要求,嚴(yán)格執(zhí)行相關(guān)政策規(guī)定,積極穩(wěn)妥推進(jìn)航空脫碳工作,助力中國民航綠色高質(zhì)量發(fā)展。

      2.我們認(rèn)識(shí)到民航行業(yè)綠色發(fā)展的重要性、緊迫性和艱巨性,愿意加大投入、積極行動(dòng),在保障安全底線的前提下,堅(jiān)持創(chuàng)新驅(qū)動(dòng),提升專業(yè)化水平,加強(qiáng)清潔能源的應(yīng)用,努力為包括中國民眾在內(nèi)的全球旅客提供綠色、低碳和可持續(xù)的民航運(yùn)輸服務(wù)。

      3.我們堅(jiān)持發(fā)達(dá)國家的歷史累計(jì)排放是造成當(dāng)今氣候變化的主要原因,航空排放治理應(yīng)避免對(duì)發(fā)展中國家發(fā)展國際航空形成歧視。發(fā)達(dá)國家應(yīng)更早于發(fā)展中國家完成航空脫碳并為發(fā)展中國家提供充足的資金、技術(shù)和能力建設(shè)援助。

      4.我們堅(jiān)持認(rèn)為國際航空2020年碳中性增長(CNG2020)、國際航空碳抵消與減排機(jī)制(CORSIA)現(xiàn)行實(shí)施機(jī)制以及一些國家提議的2050凈零碳長期理想目標(biāo)存在明顯不利于發(fā)展中國家的歧視性競爭扭曲問題,與全球氣候治理原則不符,與各國享有平等發(fā)展國際航空權(quán)利的原則不符。 

      5.我們贊成中國政府在國際航空減排磋商中的立場和訴求。秉持人類命運(yùn)共同體理念,堅(jiān)持國際航空與應(yīng)對(duì)氣候變化應(yīng)遵循《聯(lián)合國氣候變化框架公約》及其《巴黎協(xié)定》確立的公平、共同但有區(qū)別的責(zé)任和各自能力原則,并由各國按照合作共贏、各盡所能的方式實(shí)現(xiàn)。

      Statement on Positive Measures in the Field of

      Air Transport Environmental Protection

      The China Air Transport Association (CATA) represents 47 member airlines, accounting for 97% of China’s civil air transport RTK (revenue tonne kilometres) and 95% of the country’s total aviation CO2 emissions. During China's 13th Five-Year Plan period (2016-2020), China’s civil aviation had taken active and tangible actions to reduce emissions and had achieved remarkable results. Fuel consumption and carbon emissions per unit of RTK (revenue tonne kilometres) had decreased continuously, which had been the best level in history and at a leading position among major aviation countries. To promote green and high-quality development of the industry and take positive measures in air transport environmental protection, CATA, together with its member airlines, have reached consensus on the following statement:

      1. We uphold China’s new development philosophy and resolutely implement the construction of an ecological civilisation. Driven by China’s pledge of “striving to peak of carbon dioxide (CO2) emissions by 2030 and achieve carbon neutrality by 2060” and fully considering the actual situation and development stage of China's civil aviation, we will strictly implement the requirements of the 14th Five-Year Plan for Civil Aviation Development, scrupulously abide by relevant policies and regulations and put forward the decarbonisation of aviation steadily and proactively, so as to make contribution to green and high-quality development of China's civil aviation.

      2. We recognise the importance, urgency and enormity of green development in the civil aviation industry. On the premise of ensuring aviation safety, we are willing to exert greater efforts and take proactive actions in the field of air transport environmental protection, drive innovation, enhance expertise, promote the application of clean energy, while striving to provide green, low-carbon and sustainable civil air transport services to passengers worldwide.

      3. We insist that the historical accumulative GHG emissions of developed countries are major contributor to the current climate change and that aviation emissions governance should avoid discrimination against the rights of developing countries to further develop their international aviation. Developed countries should take the lead in completing aviation decarbonisation ahead of developing countries and provide them with adequate support in financial resources, technology transfer and capacity-building.

      4. We insist that discriminations and market distortions against developing countries would arise from the Carbon Neutral Growth for International Aviation 2020 (CNG2020), the current implementation programmes of the Carbon Offsetting and Reduction Mechanism for International Aviation (CORSIA) and the long-term aspirational goals of net-zero carbon emission by 2050 proposed by some countries, which are inconsistent with the principles of global climate governance as well as the principle of fair opportunities to develop international aviation among all countries.

      5. We agree with the positions and claims of Chinese government in the international aviation emissions reduction negotiations. We uphold the concept of a community with a shared future for mankind, and insist that international aviation and climate change should be addressed under the principles of equity, common but differentiated responsibilities and respective capabilities established by the United Nations Framework Convention on Climate Change and its Paris Agreement, with each country making contribution to the best of its ability for win-win results.
